Amen William.
Remember that people were baptized in places where churches didn't exist. (Ethiopian Eunich in the desert- Acts 8:38, the Samaritans - Acts 8:13, the disciples Paul met on the way to Ephesus- Acts 19:5, etc). That's because they weren't baptized for elite club membership but rather for their sins to be removed (Acts 22:16). If someone questions their own baptism, I say we re-do it at their request. But to force someone to be re-baptized to meet "our qualifications" I think is treading on thin ice. The only reason Paul did it to the disciples outside of Ephesus was because they didn't know about Jesus. (Acts 19:4-5)
