The passage about teaching used there is in reference to God's law. Which is something that will never be taught in schools. When it comes down to who has the final say in a child's education, it is always the parents. Parents do have a lot of power, including changing the school that their child attends. Everything truly important I learned from my father, and no matter what else I learn, it will remain that way until I die.
