Well, my opinion, based on their web material, is that they (USSSP) are a purely commercial organization that have studied the BSA's propietary rights to certain aspects of scouting, and have found them lax enough that they are open to competition. If they truly wanted to be 'enthusiastic volunteers', and promoting scouting, surely they could do so within the BSA organization. No, I do not think that Baden-Powell, were he here today, would want boys excluded from scouting because they have no particular religious beliefs, or because they feel they might have a homosexual orientation. Regarding the Catholic Church, (and as you admit, this is far, far, removed from the subject at hand) as far as I know their policy has always been zero tolerance with regard to sexual offenses within the clergy. Cardinal Law, once thought to have a good chance of becoming the first American pope, is now an ecclesiastical has-been for having violated this policy. I have posted extensively on this subject on another board, where I have shown that the incidence of child sexual abuse within the RCC is probably lower than in any other religion. Of course, one would expect it to be lower because of the Church's puritanical attitudes regarding sexual issues, and this is precisely why the recent scandals have been such big news.
